Civil Disobedience and a Refusal to Become Neoliberal Agents

Many thoughts went through my mind as I prepared my speech at Taking Back Our Schools Rally on May 17, 2014. What is expected of me? What do I want to do? How best can I contribute? In the end, I decided to talk about what has been on my mind a lot lately: civil disobedience. This is largely due to my learning with Daniel Friedrich this spring and an introduction to the ideas developed by a French philosopher, Michel Foucault.

The real question for Foucault is not so much about what is wrong with the current neoliberal policies but how the influences of neoliberalism have come to dominate the ways we live and think

How have we come to allow such a significant change to take place? 

How is it that we have allowed corporate leaders to dictate our children’s education?

Foucault makes me realize how it was us, the constituents of the society, who have come to accept the terms and conditions of neoliberalism and govern our own activities accordingly. The “small government” of neoliberalism is made possible because we, who have unknowingly become the very agents of the neoliberal regime, actively sustain it by internalizing its values and demands.

You remind me of a beautiful quote from the Wisconsin Uprising in 2011:

What does democracy look like?
This is what democracy looks like!!

Politics belong to the streets, not the capitol.

Anyway, my name is Daiyu Suzuki, and I am many things.
Among them, I was born and grew up in Japan. I was a public junior high school teacher there as well, for six and half years. I am also a father of two daughters, who attend a NYC public school. At the same time, I am a doctoral student of education, and am a co-founder of an education activist network called Edu4.

Today, I would like to talk about the possibilities and meanings of civil disobedience. I think this is particularly pertinent to this rally because we have here with us various educational constituent groups who have engaged in different forms of civil disobedience such as opt out parents and teachers who have refused to administer testing. A favorite journalist of mine named Chris Hedges has once said that, unfortunately, there is no political mechanism left in the United States to combat the power elite, except for civil disobedience.

Now, many people may dismiss civil disobedience as something insignificant or something that is not powerful enough. Others may want to burn the buildings instead. However, civil disobedience may look very different if we see it as an active rejection of our own identities imposed by neoliberalism and our refusal to become the agents of neoliberalism.

What if we start questioning the identities imposed upon us and what we are expected to do?

Parents! I am a parent, too. As educational consumers, we are expected to “choose” the best schools for our children. But what if we question why we need to choose and refuse to do so?

As educational consumers, we are expected to compete with other families by supporting our children to do better on tests. What if we refuse to compete and tell our children not to take tests? What if we tell our children to care and collaborate with others so that no child would be left behind?

As tax-payers, we are expected to hold our schools and teachers “accountable” for what we pay. What if we refuse to be relegated to tax-payers but as citizens hold our political leaders accountable for supporting, not getting in the way of, teachers to teach as true professionals?

Teachers! I was a teacher, too. As educational service providers, we are expected to meet the needs of our customers and raise their test scores so that they will be college- and market-ready. What if we, as educators, refuse to test them but instead teach them, not so that our students will be college-ready or market-ready but democracy-ready to address the sufferings and injustices of this common world?

Students! I am a student, too. As the future work force of the United States, we are expected to compete with students from other countries and be successful entrepreneurs. But what if we, as the next generation and the learners of life, demand happiness and imaginative capacities as the goal of our education?

What if we refuse to become “self-responsible customers” in the education market and call it out loud that there is something terribly wrong when our federal government is making $41.3 billion profit off the student loan? That quality education should not be a choice but our fundamental human right?

What if we say “ENOUGH!” and refuse to become the agents of neoliberalism?

What if?

Edu4 ~ 一期一会 ~



*この投稿は、Edu4 ~僕らのビジョン~』の続きです。



バンクーバー2日目、パートナーのAndrewと僕は、朝から精力的に活動した。



僕らがバンクーバーで参加した最初の学会、American Association for the Advancement of Curriculum Studies (AAACS) の舞台となったのはUniversity of British Columbia (UBC)。宿泊させてもらっていた僕の友人Damian(デイミアン)の家からバスで20分くらいのところだった。Damianとは、僕が教えていた千葉市の中学校に、彼がAssistant Language Teacherとして赴任した時からの仲だ。日本にいた間はよく我が家に飲みに来ていたし、NYの家にも泊まりに来てくれた。



その日、最初に出たのは、昨日僕らのシンポジウムに参加してくれたRetaTheodorea、そして Edu4 のビデオインタビューに応じてくれる予定のJimだった。皆、アメリカ南部の大学で教鞭をとる教育学者たちだ。



プレゼン中、Retaが最後にこんなことを言った。



私達はこうして現体制を批判し、怒りを綴ることはできるけど、私達の学術的な取り組みからどんなアクションが生まれるのかということまで考えていく必要がある。



そう言い終わった後に、彼女は会場の後方にいる僕たちの方を指してこう言ったのだ。



「だからそこにいるDaiyuたちのEdu4という取り組みに深い感銘を受けている。」



皆が僕らの方を振り返った。突然のできごとに驚いたが、僕らは皆に軽く手を振った。



プレゼン中に僕らの活動を紹介してくれるという粋な計らいに、僕らは感激した。何という宣伝効果だろう。



Jimとは事前にメール交換はしていたが、実際に会ったことはなかった。Retaの紹介によって、僕の名前と顔がやっと繋がったという様子で、笑顔でアイコンタクトを取ってくれた。



プレゼン終了後、僕らは会場の前方にいるプレゼンター達に挨拶に行った。



最初にJimの所に行き、やっと会えたねと固い握手を交わした。彼は改めてEdu4の活動に敬意を表し、できることなら何でも協力すると言ってくれた。



次に、Retaにお礼を言い、逆に彼女からお礼と共に励ましの言葉をもらった。



そして、Theodoreaからは、驚きのオファーがあった。



それは、彼女が会長を務めるCritical Race Studies in Education Association (CRSEA) 5月にTeachers Collegeで行う学会に、我々Edu4を招待したいというものだった。



僕らは、喜んでそのオファーを受けた。







幸運な出会いはその日の午後も続いた。



UBCのキャンパスを歩いていたら、Teachers Collegeにおける僕のデパートメントアドバイザーのMolly Quinnと出会い、昼間だというのに一緒にいた彼女の友人たちと共に一杯引っかけに行くことになった。



MollyLouisiana State University時代の William (Bill) Pinar William (Bill) Doll の教え子。彼女と一緒にいたのは全て彼らを師と仰ぐ若手の学者たちだった。PinarDollは教え子を大事にすることでも知られている。長年をかけ、大きく、結束の強いファミリーを築いてきた。



飲みながら、一人一人とEdu4について話をすることができた。AAACSのウェブ担当のWalter, University of Ottawaで授業を使って学生による教育関連のサイト運営をしているNickなど、様々なアドバイスを受けることができた。



もう一人のSarah Prattからは、またしても願ってもないオファーをもらった。金曜日に、同じくバンクーバーで始まるアメリカ最大の教育学会AERAにて、彼女が代表を務めるChaos and Complexity Theories SIGの集まりに来て発表しないかというものだった。実は、彼女のSIGのメンバーの一人が、グループとしてのEdu4への参加を討議しないかと、既に彼女にもちかけていたのだ。



もちろん快諾した。



その日最後の活動として、僕らはAAACSの全体会議に参加した。そして、僕の博士論文のアドバイザーであるJanet Miller教授の取り計らいで、一番に発表させてもらえることになった。



部屋一杯の学者たちの前で僕らは熱くEdu4を語り、資料を配った。



この日は、僕らにとって本当に大きな一日だった。僕らは、自分たちのビジョンに対する確かな手応えと、コミュニティーの広がりを実感した。



Edu4が一つのムーブメントになる予感がした。

Edu4 ~ 僕らのビジョン ~

Maxineのビデオインタビューを放映した後、僕は彼女が触れた「public space(パブリックスペース = 公共空間)」と「自由」の関係性に絞って話をした。僕らが思い描くEdu4とは、一言でいえば教育者たちによる教育運動のためのパブリックスペースだ。だから、僕らが「パブリックスペース」をどう定義するのかは、このプロジェクトの方向性そのものを意味する。



ここでは少し端折って説明したい。



「パブリックスペース」と聞くと、人は何を思い浮かべるだろうか。おそらくそれは、公園、広場、公民館などではないだろうか。一般的には、国や行政によって与えられ、誰でも自由に出入りでき、皆で共有するための空間、という認識であるように思う。



しかし、それは間違っているとMaxineは僕に教えてくれた。



第一に、パブリックスペースは、公園などの単なる「箱」ではない。人なしのパブリックスペースはあり得ない。



第二に、パブリックスペースとは、国や行政が造り、人々に与えられるものではない。人と共に生まれるものだという。



「ただ」と、MaxineHanna Arendt教えを呼び起こす。



“It is not a space filled with individuals, but in between them.”

「それは単に人々で埋めつくされたスペースではなく、人々の間に生じるものだ。」



この考え方は、Maxineの自由の考え方と切り離して考えることはできない。なぜならば、自由も、国家によって保障されたり人に授与されたりするものではないからだ。また一人の人間が所有できるものでもなく、一人で完結できるものでもない。真の自由とは、自分自身の決断に従い、リスクを冒し、与えられた現実の変化を求める人と人との関係においてのみ生じるものだとMaxineは教えてくれる。



その意味で、『ウォール街占拠運動』のOccupiers(占拠者)がZuccotti Parkというウォールストリートの外れにあった公園を占拠し、共に暮らして行く中で “Liberty Plaza” と改名したことは注目に値する。



それは、紛れもなく、Zuccotti Parkがパブリックスペースとして正式に生まれ変わった瞬間だった。



僕らが構想するEdu4とは、組織ではない。教育学者、教員、親、学生、ジャーナリスト、弁護士、アーティスト、そしてその他の多様な「教育者」たちによる、教育運動のためのパブリックスペースだ。僕らが与えることはできない。ただ、そんな空間を演出することはできる。場所を造り、理念を打ち立て、人を集め、出会いをつくり、活動を仕掛け、会話を繋げることはできる。そして、その過程で、「自由」を分かち合えたらと思う。



あの日、プレゼンテーションの会場で、僕はいかにMaxineと出会い、彼女の哲学を生きようとした結果、こんなビジョンにたどり着いたということを、精一杯語ったのだった。

Edu4 ~いざ、バンクーバーへ~


410日(火)、普通に家族と夕食をした後、22:40発のCathay Pacific航空の便でニューヨークのJohn F. Kennedy空港を出発。夜遅い便にもかかわらず、離陸直後に食事が出てきたのには驚いた。香港に拠点があるというCathay Pacific。値段も一番安かったし、食事もサービスもなかなかで、良い意味で期待を裏切られた。

夜中の1:40、バンクーバー着。すぐにタクシーでUniversity of British Columbiaに向かった。30分ほどでキャンパス内にある宿舎に着いた。米ドル安でカナダドルとほぼ変わらないため、米ドルをそのまま使えるのは便利だった。

部屋に着くと、Andrewは既に横になっていた。先に着いていたにもかかわらず、部屋に一つしかないベッドではなく、床に敷かれたマットレスに寝ているところがアメリカ人らしくない。

Andrewは僕がアシスタントを務めるクラスの生徒だった。最初から反応が良く、教育に対しても僕と似た問題意識を持っていた。Edu4の話をしたら喰らい付いてきて、いつしかこの取り組みにおける僕の最大のパートナーとなった。

その夜は数時間寝て、早めに始動することにした。二人で朝食をとり、その日の午後3時半に予定されているシンポジウムの準備をし、配布資料を印刷した。

会場に入ると、客は予想よりもずっと少なかった。今回の学会、American Association for the Advancement of Curriculum Studies (AAACS) の一つの目玉であるBill Pinarのシンポジウムと時間が重なっていたのだ。ハプニングもあった。僕らのシンポジウムのdiscussant役を買って出てくれたJanet Miller教授の飛行機が遅れ、開始時刻に間に合わなかったのだ。

僕らは彼女なしに始めることにした。

自分で言うのも何だが、僕は本番に強い。発表前は緊張するが、いざ自分が話し始めると、いつも不思議と心が落ち着く。今回もそうだった。

僕らは今回のシンポジウムを Occupy Movements and ‘Social Imagination’ と名付けた。最初はその名前の由来から始めた。

Edu4がいかにOccupy Wall Street (OWS) の延長線上にあるものか、Maxineの影響を受けた我々が、彼女の ‘social imagination’ というコンセプトを軸に、いかにOWSが始めた会話を繋ごうとしているか。

In what ways does Maxine Greene’s philosophy help us understand, trouble, live, and re/imagine the Occupy movements from our differing educational perspectives? How can we embody her philosophy in ways she would never imagine?

Maxineの哲学を、彼女自身が想像もしないような方法で具現化できるか…。それが自分たちに課した挑戦だ。

次に、予め用意していたMaxine Greeneのビデオを放映した。Maxineの声を聴くと、自分の表情が和らいでいくのを感じ、更なる情熱と使命感が湧き出てきた。

Edu4 ~団結宣言~

最初のメッセージに添えられ、一週間で8カ国、160人以上の教育学者達を繋いだ団結宣言。実際の署名はここ。教育界のスーパースターたちが名を連ねている。

Mission:

Edu4 is a public space that seeks to engage diverse individuals in collaboration and dialogue, across boundaries and disciplines, with the aim of initiating concrete actions toward social justice in education.

Solidarity Statement:

We are education scholars, students, teachers, and citizens who support worldwide democratic efforts that demand economic and social justice.

Access to decent education depends upon economic and social justice, and is a fundamental human right that the federal and state courts have recognized as essential to the maintenance and flourishing of a democratic society. Therefore, we oppose the current institutional structure which, instead of taxing the wealthy, diverts millions of dollars from education and denies meaningful educational opportunities, especially, to millions of low income and minority students.

Equally, we oppose today’s “educational reforms” that embrace corporate ideologies and advance privatization while undermining public education. Especially, we oppose NCLB’s test-driven education that truncates, rather than expands, the possibilities of teaching and learning.

We extend our support to a vision of building an education system that works for children, for the public, for social justice, and for the future. We thus declare our solidarity with any movement that exercises the right of all citizens of a democratic society to demand economic and social justice.

Edu4 ~最初の手紙~

Edu4は一通の手紙から始まった。
"Creating a united front of education scholars"というタイトルで、何人かの教育学者達に送られたその呼びかけのメッセージを、ここで紹介しておきたい。



Dear friends and colleagues,

We hope this message finds you well. Today, we want to extend to you all an invitation to support a new project that aims to unite education scholars against injustices in the field of education. This project is greatly inspired by Econ4, which advocates “Economists 4 people, 4 the planet, 4 the future.” Econ4 is run and supported by economists all over the world united against market fundamentalism’s ideological and political cleansing that is happening in the field of economics and policymaking.

Similarly, under the banner of “Educators 4 children, 4 society, 4 the future,” we want to bring together education scholars who oppose today’s “education reforms” that embrace corporate ideologies and advance privatization while undermining public education. We believe it is important to let the public know that many current education policies, both federal and local, largely discount educational research, for example. At the same time, we believe it is necessary to put pressures on our political leaders by showing that education scholars are now united against corporate education policies.

This project was first conceived as a part of Social Imagination Projects that were initiated by
individuals who have been inspired by Maxine Greene and her visionary educational philosophy. In her Teacher as Stranger (1973), Maxine emphasizes the importance of teaching, learning and questioning with wide-awakeness, and she urges us “to develop a fundamental project, to go beyond the situations one confronts and refuse reality as given in the name of a reality to be produced” (p. 7). Hardly an illusion or an escape from “reality” into fantasy, Maxine teaches us that social imagination begins with identifying troubles and suffering in our deficient society. She argues that it is urgent to create a public space where educators, who are discontented and even outraged with our current education systems, can find each other to embark on imaginative initiatives for educational change. “I don’t want to save the world,” says Maxine, “I want to start a conversation.” In a large sense, this initiative is an invitation to a conversation she has begun.

Edu4 ~想像を行動で綴る~

昨日、バンクーバーから帰って来た。先週火曜日からの6日間、前回 紹介したプロジェクト、Edu4における良きパートナーであるAndrewと、何百人の学者たちの前でプレゼンをしたことだろう。

出発前、僕らの中にあったのは綿密なプランではなく、「二つの学会に行って、できるだけ多くの学者達にEdu4を広めたい」 という情熱と想像に過ぎなかった。最初に訪れたAAACSという教育学会でのプレゼンは決まっていたが、それ以外はほぼノープランで、Edu4に既にサインしてくれている学者達と連絡を取り、会える人に会おうというだけだった。先々週にもう一つのシンポジウムを、その取りまとめ役として終えたばかりの自分にとっては、仕方のないことだった。

帰って来た今、言葉にし難い、不思議な感覚が自分の中にある。それに向けて一生懸命練習してきた大会で優勝したような感覚だ。想い描いていた未来が現実となった、ふわふわとした感覚だ。

でも、それは、情熱を頼りに想像を行動に移した結果に過ぎず、この現実が信じられないということとは違う。これは、既に頭の中にあった未来という時の筋道を一つ一つの行動で 「今」 として綴っていった結果であり、デジャブーといった方が近い。

「ここに来たことがある…。」 そんな感覚だ。


既に次の勝負は始まっている。何回かに分けて、少しずつ綴っていきたいと思う。

Edu4 ~勝負の時~

『再開の時』で激動の2011年を僕なりに振り返ったが、一つ重要なニュースが抜け落ちていたことにあなたは気付いただろうか?



Occupy Wall StreetOWS: ウォール街占拠運動)だ。



これなしに2011年を語ることはできないと僕は思う。チュニジアに始まった革命の機運は、アラブ諸国に飛び火し、アメリカのウィスコンシン州の人々を勇気づけ、海を渡ってスペイン、ギリシャなどを巡り、9月にはまたアメリカに戻ってきた。Occupy Wall Street(ウォール街占拠運動)として展開されたこの運動は、アメリカ全土、果ては世界中の大都市にまで飛び火した。



2011年の終盤、僕はブログを通してOWSのことを日本に向けて発信することに自らの使命を見出していた。日本におけるOWSの報道があまりにもこちらの現状と異なっていると感じたからだった。どれだけの盛り上がりを見せ、どれだけ優秀な人たちが運動に参加し、どれだけの可能性があるか、一生懸命伝えようとした。



僕がOWSに興味を持ったのは、昨秋から僕がアシスタントを勤めるMaxine Greeneのおかげだった。以前にも紹介したが、今年94歳になった彼女は、根っからのファイターだ。自分の現状はもちろん、社会の現状に決して満足することのないMaxineは、女性、学者、そして一人の教育者として、常に問題を見極め、怒り、闘い続けてきた。



そんなMaxineのアシスタントとして恥ずかしくないよう、僕は彼女の目で世界を見ることから始めた。今では車椅子と付き添い人なしではどこにもいけず、酸素さえも常に鼻のチューブから取り入れているMaxine。でも、彼女がOWSに刺激を受け、うずうずしているのは一目瞭然。僕はZuccotti Park (別名「リバティープラザ」) に行くことにした。



僕自身がOWSにはまっていったのはのはそれからだ。一週間に2度ほど、Maxineに会いに行く度に、僕が実際に見たり聞いたりしたことを彼女に伝えるようになった。二人で新しい展開に心躍らせ、様々なことを議論した。



OWSについて調べる流れの中で、あるサイトに出会った。Econ4.orgというサイトで、そこでは市場原理主義のイデオロギー的、政治的支配に反対する世界中、300人以上の経済学者達がOWSの理念に賛同するという声明文に署名していた。



自分の「経済学者」のイメージを根本から覆された気がした。衝撃を受けると共に、僕は考えた。経済学者ができるのに、教育学者にできないわけがない。市場原理の導入をベースとしたここ数十年のアメリカにおける 「教育改革」 に対抗して、教育学者達をまとめよう。Maxineにそう話したのが、Edu4の始まりだった。 (全て英語で書いたので、見落とした人も多いかもしれないが、実はこのビジョンについては125日の “Un/Occupy AERA Part 2” という投稿で既に書いている。そうそう、言うまでもないかもしれないが、Edu4というのはEcon4にちなんだ名前だ。経済学、教育学だけではなく、他の分野にも広がっていくようにとの願いを込めて選んだ。)



今年1月、声明文の作成に本格的に取りかかった。僕が書いたものをMaxineと僕の博士論文のアドバイザーであるJanet Miller教授に見せ、手を加えてもらった。また、このブログで以前にも紹介した、教育法のエキスパートで、Campaign for Fiscal Equity (v. NY)を歴史的勝訴に導いた弁護士でもあるMichael Rebell教授にも編集を手伝ってもらった。



2月、ようやく完成した声明文を持って、Maxineを訪ねた。そして、信じられないことに、そこにはアクティビストとしても著名な教育学者Bill Ayersとその妻、Bernadine Dohrn (有名なアクティビスト兼法律学者) がいた。Maxineと仲が良いのは知っていたが、あのBill Ayersを前に、僕は胸の高まりを隠せずにいられなかった。



少しの間黙っていたが、僕は無礼と知りつつ、正直にこう切り出した。







せっかくのこのチャンスを逃すわけにはいかない。

Maxineと共に書いたものがある。

是非聞いてもらいたい。







少々声が震えたが、読みきった。そして、BillBernadineが口を合わせるように言った。



I love it!!


そして、僕の意図を見透かしたようにBillがこう付け加えた。



「やろうじゃないか。俺を使ってくれ。」



間もなく、MaxineJanet MillerBill Ayersの署名と、Edu4誕生の背景を説明するメッセージを添えた声明文を、何人かのキーパーソンに送った。Michael Apple, Henry Giroux, Nel Noddings, Bill Ayers, Deborah Meier, Christine Sleeter …。皆、僕が教育学の歴史の教科書で読んだ人たちだ。



反応は僕の想像を遥かに超えていた。一週間そこらで、アメリカだけでなく世界8カ国 (アメリカ、カナダ、スウェーデン、中国、オーストラリア、イギリス、日本、オーストリア) から実に160人もの教育学者たちの署名 が寄せられたのだ。



しかもその署名の充実ぶりには目を見張るものがある。これはJanet MillerBill Ayers、特にMaxineの人徳だろう。Maxineはおそらくアメリカで現存する最も有名な教育哲学者だ。教育哲学は多岐にまたがる教育学の軸的な存在でもあり、数え切れないほどの人々がMaxineの影響を受けている。彼女のビジョンを形にしたものにこれだけ多くの人が賛同するのも無理はない。



結局、数人の友の助けだけでは処理しきれなくなり、声明文を拡散するのを止めなくてはならなくなってしまった。



それから何人の人たちがこのEdu4プロジェクトに協力してくれただろう。現在Project Teamの学生約10名に加え、Maxine Greene, Janet Miller, Robbie McClintock, Bill Ayers, Peter Taubman5名の教授がアドバイザーとして尽力してくれている。現在は教育におけるアクティビズムのためのソーシャルメディアサイトを立ち上げようとしていて、これにもColumbia Center for New Media Teaching and Learningのエキスパート2名及びAdelphi UniversityMatt Curinga教授がテクノロジーを担当してくれている。



そして今、僕はカナダのバンクーバーに向かう飛行機の中でこれを書いている。このプロジェクトにおける僕の良きパートナーとなったAndrewと、一年に一度のアメリカ教育学最大の祭典、American Educational Research Association (AERA) に参加するためだ。着いた当日には別の学会、American Association for Advancement of Curriculum Studies (AAACS) で、Edu4の発表もする。ただ、メインの目的は、Edu4に署名してくれた学者達、そして新たな賛同者たちに直接会って議論を深めるためだ。







ニューヨークの家を出る時、妻の琴栄にこう言ってきた。



「人生の大勝負だと思って行って来る。」
